Port the printer shame script from the old site, rearrange the disk shame script (and rename it)
Also includes fixes made to the site during freshers week that haven't been committed yet

Allow admins to remove unrequested junk items, no questions asked. (plus a little extra error handling)

Moves menu generation after component runs

Moved the commit button to the top of the list in a tfoot tag so that it appears even when there are errors

More work really needs doing to ensure titles going into the database are encoded correctly.
