Update webclient

There html/javascript part of webclient needs bringing up to date with the new message types (ie IPC_EVENT) and formatting. Each message now includes a time it was originally sent ('when' field) and a sequence number ('serial' field). these can be in the past if you use the IPC_REPLAY command.
