New UID generation system that uses the full year as a prefix. Should stop UIDs
from being reused.

If you want to add, modify, or delete content from the site, use the git.
Either commit directly to master or make an MR if you can't commit.

Reduced user error

Postcodes can now be lowercase and lack a space.
Phone numbers must be at least 10 characters long (increased from 1, shouldn't cause any issues?).
Any email containing "@sucs." is not allowed for signup.
signup.js has been reformatted.
