Some member-only features of the site should be available to registered non-members

Currently only full SUCS members with system accounts can post on the forum, for example. There are probably a few other things we'd like to allow non-members to do but in the context of some kind of registration system.

I've heard talk of creating provision for this kind of person in an LDAP database, but some other method could work for the website equally well
